Since sgmltools-lite was last updated on 2016-07-19, and it does not
have a big list dependencies, this bug can be closed by removing
sgmltools-lite.

$ apt rdepends sgmltools-lite
sgmltools-lite
  Reverse Depends:
  Suggests: lyx
  Depends: translate-docformat
  Suggests: sgml2x
  |Recommends: sgml2x
  Suggests: sdf

Because translate-docformat (Depends) is stable only, removing
Recommends status from sgml2x should be sufficient to unblock the
process.
