Bug#949299: coinor-vol misses source for configure

coinor-vol includes a configure script generated using autoconf. The
relevant configure.ac file is included in the source. In Debian, we
generally don't require that things are built from source during package
build, but we do require that everything can be rebuilt using components
from Debian main. Unfortunately, the configure script for coinor-vol
needs to be generated using autoconf2.59 and that version of autoconf
was removed from unstable more than one year ago. I also tried
rebuilding configure with different versions of autoconf without
success. As such, I conclude that coinor-vol lacks the required source
components for regenerating the configure script.
