The libmilter-dev package does not include a pkg-config metadata file,
and so cannot be used out of the box with pkg-config.

$ pkg-config --libs milter
Package milter was not found in the pkg-config search path.

Often (usually?) library development file packages include a pkg-config
metadata file. For example, on my system there are dozens of .pc files
in /usr/lib/x86_64-linux-gnu/pkgconfig that were installed by such
packages.

It would be nice if libmilter-dev could also install a conventional
‘milter.pc’ metadata file. Perhaps there’s even Debian packaging tooling
to generate it?
