Bug#933081: dbar FTCBFS: hard codes gcc

dbar fails to cross build from source, because debian/rules hard codes
plain gcc. The attached patch makes it cross buildable by supplying the
compiler from dpkg's buildtools.mk. Please consider applying the patch.
