The name for this package is slightly misleading, it should should provide,
for consistency, the same files as those provided by doc-debian. Even 
though it is not mandatory, most $PACKAGE-LANG packages in Debian provide 
the same content as the $PACKAGE itself.

Also, the package includes some documents translated to french even though
there are already separate packages with the french translations. This is
the case of apt-howto, maint-guide, developers-reference. Maybe these
should be removed from the package?

Notice that you could also use the same mechanisms I have recently
introduced in doc-debian's 3.1.1 package version (currently in incoming) to
auto-generate the text files that doc-debian has under doc/ based on a
local webwml copy.

As for the extra documents that doc-debian-fr provides but are not
available in doc-debian maybe you could ask the current package maintainers
to provide them in their package the english document and the translation 
and update from the CVS site. This should probably be the case for 
debian-history and policy
