Bug#939127: vbetool quits with message "mmap /dev/zero: Operation not permitted" and does nothing

Hello!

I use vbetool to blank a server will doing things.
So I typed at its console (not in a terminal or so - there is no X and this is a real tty!) as /root:
# vbetool dpms off

and expect the monitor to switch to black.

But now I get:
mmap /dev/zero: Operation not permitted
Failed to initialise LRMI (Linux Real-Mode Interface)

This was working a long time but now (since upgrade to Debian bullseye) this is gone!
Seems not a new problem - on Fedora/Redhads Bugzilla I found exactly the same problem. Please see this:
