Bug#931113: cflow: wierd Info node with emacs

Dear Maintainer,

under Emacs Info reader (C-h i) I have two cflow-related nodes:
one under Programming section, which works fine

  Programming
  * AutoGen: (autogen).           The Automated Program Generator
  * cflow: (cflow).               Create a graph of control flow within a 
                                    program.

and one under Emacs section:

  Emacs
  [...]
  * IDN Library: (libidn)Emacs API.
                                  Emacs API for IDN functions.
  * cflow mode: (cflow)cflow mode.
                                  Major mode for visiting cflow charts.
    ^^^^^^^^^^^

Underlined symbols are marked as link, but attempt to follow link (place
a point and press <C-M>) results in "No such node or archor: cflow
mode" error in minibuffer. Emacs version is 1:26.1+1-3.2
