Bug#928459: apngdis FTCBFS: debian/rules hard codes plain gcc

apngdis fails to cross build from source, because debian/rules hard
codes plain gcc as the compiler. A cross compiler can be obtained from
dpkg's buildtools.mk. Please consider applying the attached patch to
make apngdis cross buildable.
