This error would have been avoided if irqbalance's control file
declared "Multi-Arch: foreign", as dpkg would then favour the primary
architecture.
(linux-image packages will stop recommending irqbalance soon as it
doesn't seem to be generally useful any more, so this isn't a high
priority.)
