I have my locale set the following way:
LANG is he_IL.UTF-8
LC_MESSAGES is en_US.UTF-8

According to the specs, this is supposed to provide a Hebrew locale with programs using their English translation.

reportbug-ng, however, shows up translated to Hebrew.

How to reproduce:
Set LANG to one language (for which reportbug-ng has a translation) and LC_MESSAGES to another.
