This field contains the email address to which the bug report should be sent *instead* of the Debian BTS. This way it is made sure that bug reports against packages that are not part of Debian do not pollute the BTS. The functionality of this control field is similar to that of the files in /usr/share/bug/$package, which you still resist to implement according to #422085. I hope you see the necessity at least in this feature!
