Bug#922414: irqbalance: avoid dependency on runit-helper for systems that do not use runit

irqbalance apparently now depends on runit-helper.
For systems without runit installed, that is a strange additional
dependency.
Would it be possible to remove that dependency (or move it to a
Recommends: or something) to help make simpler systems? I like runit,
and use it on several machines, but on machines where i don't use
runit, i don't want a runit-related package unnecessarily installed.
