I'm sorry, you're right.

Upstream removed this dependency in:
https://git.lighttpd.net/lighttpd/lighttpd1.4.git/commit/?id=d147673d401996fcfb7e41c9419d319f93ac398d

Next time just tell from the beginning you already investigated it and 
what you found, so I won't embarrass myself :)
(I basically assumed your cross-build didn't need it because, as you 
also pointed out, only the tests ever needed it.)
