The threadutil library is no longer shipped with upnp 1.8 since it's an implementation detail which has nothing to do with upnp itself. Unfortunately it looks like a lot of code needs rewriting to use pthreads directly or another threading library (which can cope with some of the extra features of threadutil like thread pooling).
