Like other shells (e.g. dash and bash), csh should likely be marked
Multi-Arch: foreign. The primary use is to execute it. If that turns out
to be wrong, we can still use Multi-Arch: allowed, but having it
(implicitly) marked Multi-Arch: no breaks e.g. cross building of
ncbi-tools6. That's not useful.
