I get the following error message when installing:

Suggested workaround is:

  # dpkg --fsys-tarfile \
    /var/cache/apt/archives/gnats_3.999.beta2+cvs20030310-1_i386.deb |
    tar xvf - ./etc/gnats/databases; mv etc/gnats/databases /etc/gnats
