Bug#916380: xshisen FTCBFS: builds for the wrong architecture

xshisen fails to cross build from source, because its configure selects
the build architecture compilers. That's despite dh_auto_configure
passing --host to ./configure, because xshisen's configure is too old to
recognize --host. It needs to be given cross tools via CC and CXX.
Please consider applying the attached patch.
