On 'restart', /etc/init.d/turnserver attempts to start the turnserver
daemon without specifying a pidfile.  Since further initscript actions
expect this pidfile to exist (as it does when 'start' is called
originally), things break.

I assume that adding "-p $PIDFILE" to line 54 is the correct solution.
