I usually use the locale de_DE.UTF-8.  For purposes of reporting bus in
referencer I temporarily set LANG=C.  I was still able to open the reflib
file.  However, when I tried to open the "Document Properties" dialog of a
document where some of the properties contained umlauts, I got an error window
with the following message:

  Exception: Invalid byte sequence in conversion input

  The operation underway was: "executing UI action"

The tooltip for the document still worked and showed the correct umlauts.
