Hi,

clearsilver FTBFS on arm64, mips* and ppc64el with this error:
> checking build system type... ./config.guess: unable to guess system type
>

This happens during the "clean" phase of the build:
>  fakeroot debian/rules clean
> dh clean --with python2
>    dh_auto_clean
> 	make -j6 distclean
> make[1]: Entering directory '/<<PKGBUILDDIR>>'
> Makefile:10: rules.mk: No such file or directory
> ./configure
> checking for gcc... gcc

Calling "make distclean" should probably be skipped if rules.mk does not
exist so that the configure script isn't run.
