This was the last words from the previous maintainer, and do not apply today.

If I understand the test results from 
<URL: https://ci.debian.net/packages/o/ocrad/unstable/amd64/ > correct, the
library is no longer usable.  Because of this, I am raising the severity
to make it release critical, as the dev package is unusable.  I expect this to
cause ocrad to be removed from testing and the next release of Debian unless
someone show up to maintain it before the last upload deadline hits in around
10 days.

If someone care about keeping ocrad in Stretch, please step up.

Personally I use tesseract these days for my OCR work, and do not need ocrad.
