kcollectd cannot currently re-enter testing due to:
- kcollectd/mips64el unsatisfiable Depends: collectd

collectd is currently not available on mips64el due to
tthe following build dependency chain:
collectd -> libvirt -> qemu

Work is ongoing on making qemu available on mips64el,
but for getting kcollectd back into testing in time
for stretch the following patch limits the building
kcollectd to the architectures where collectd is available:
