Bug#826040: pppconfig: Failed to start Clean up any mess left by 0dns-up

Could any of you try this instead and tell us if the problem goes away?

ExecStartPre=/bin/mkdir -p /var/run/pppconfig

(I don't maintain pppconfig, I just made the last QA upload,
but this error seems definitely easy to fix).
