Bug#785771: "^S is not a vi command" when resuming nvi on a terminal which uses XON/XOFF software flow control

Here's the scenario:  I am editing a file in vi (nvi).  The terminal
is one which uses XON/XOFF software flow control.  stty options
ixon and ixoff are in effect.  I suspend the editor session with
^Z, issue some commands at the shell prompt, then resume the editor
session with the fg command issued at the shell prompt.  Upon resumption,
the screen is only partially refreshed, and the error message

   ^S is not a vi command

is received on the last line of the screen.  This problem does not
occur when using a terminal that does not use XON/XOFF software flow
control, nor does it occur when using vim instead of nvi.  The editor
session can be recovered by using ^L to refresh the screen, so the
error is not catastrophic, but it is annoying.
