Bug#754246: Build depends on obsolete Boost: libboost-dev | libboost1.49-dev

The build-dependency is an issue because Boost 1.49 is slated for removal; see #734195.
Fortunately, a simple change of the build-dep to libboost-all-dev permits building subcommander.
