There is no maintainer, there is nobody interested in doing the work and as a result, the package remains orphaned. I have no personal interest in anything Tcl related and I won't be fixing it. The mentors system is expressly for your situation where you want this fixed but for a sponsor to upload the fixed package, you need to do the work of preparing it as per the mentors guidelines. If you are going to do the work via mentors, then you should adopt the package, following the mentors guidelines for adoption. If you don't do the work, the package and the bug will have to wait until someone else is sufficiently interested and motivated to care about the package.
