Bug#478654: fortunes: Mark Twain almost certainly did not write A Plan for the Improvement of English Spelling

Thank you for your bug report.

Attribution of this quote seemes quite disupted. Several sources claim Mark
Twain's fatherood, others lean towards a different author. Further, looks like
Twain did present lectures on the topic of spelling reform (see: 
http://everything2.com/title/A+Plan+for+the+Improvement+of+English+Spelling).

Waiting for a document stating with no doubts who wrote this quote, I adopted
a conservative approach:
