Bug#702784: Use of nested functions in configure check

gnats/configure.in.nse uses AC_TRY_COMPILE to check for a properly supported
"const". The second argument of this macro is supposed to be a function body,
but this configure.in includes two function definitions (see result below),
resulting in nested functions.

This is accepted by GCC, but other compilers (including CLANG) reject this GCC
extension. As a result, the gcc command lines include -Dconst=, which breaks
the build when trying to compile fconfigl.c.
