Bug#671841: mpage presumes input to be ISO-8859-1

mpage is not very well suited to be used under current, utf-based
systems, since it treats all of its input as ISO-8859-1.  For instance,
if I give the command

 echo šidiltä | mpage -1toPlp

the print will have a word resembling "šidiltä".
