Bug#601358: Should display the usage when calling "/etc/init.d/thttpd"

Hi!
Calling "/etc/init.d/thttpd" displays nothing insteading displaying how
to use it.
This test
if [ "x$ENABLED" != "xyes" ]; then
exit 0
fi
should print a message (saying that it should be enabled to start) instead
exiting quietly.
