Bug#581505: trousers: "/var/lib/tpm/system.data" is owned by root

Hi,

In the post installation script everything in /var/lib/tpm is chowned
to the tss user

chown tss:tss /var/lib/tpm -R

I'm not sure if the init script should modify the owner of this file.
