But the file is not used/available on Debian at all:

# ls -la /etc/iptotal.conf
ls: /etc/iptotal.conf: No such file or directory

Instead it's:

# dpkg -L iptotal | grep /etc/iptotal
/etc/iptotal.cfg

The manpage should mention the actual configuration file.
The same problem applies to 'man iptotal_config' as well.
