Bug#543602: Numerous regressions due to accidental removal of patches

Version 2.25b-5 of thttpd changed debian/rules such that the patches
in debian/patches are no longer applied.  As a result the following
bugs have (re)appeared:

- the binaries in thttpd-util are built statically linked
- syslogtocern creates temporary files with predictable names
- CGI scripts cannot set both Location and Status header fields
  (#421750)
- CGI scripts receive an invalid PATH_INFO (#164306, #509789)
- CGI URL pattern seems to be wrong (#485003)
