Bug#542740: debtags-edit: use ‘Homepage’ field (not ‘Description’) for program homepage

The ‘Homepage’ field is now an official field in ‘debian/control’, and
should be used (instead of ‘Description’) for specifying the package's
upstream homepage.

The attached patch fixes this, as well as some grammatical quirks in
the English-language description.
