Bug#293490: marked as done (/etc/init.d/blinkd restart only stops or starts the server)

and subject line blinkd has been removed from Debian, closing #293490
has caused the Debian Bug report #293490,
regarding /etc/init.d/blinkd restart only stops or starts the server
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

the init.d/blinkd script seems to have a problem in restart, see below. 
an ugly workaround is to add 'sleep 3' between stop and start invocations.

$ sudo /etc/init.d/blinkd stop
Stopping blinkd.
$ sudo /etc/init.d/blinkd start
Starting blinkd.
$ pgrep blinkd
28129
28130
28131
28132
28133
$ sudo /etc/init.d/blinkd restart
Stopping blinkd.
Starting blinkd.
$ pgrep blinkd
$ sudo /etc/init.d/blinkd restart
Stopping blinkd.
Starting blinkd.
$ pgrep blinkd

the bugs that were still opened against it.
