Bug#520364: fish: default completions for emacs are not good

Hope you don't mind my reporting so many bugs in a row; thing is I
like fish, and want it to be a better shell for me and others =).

So, I use emacs for numerous tasks, including some configuration files
editing. I am used to using emacs to edit any kind of file, including
binary files, from time to time. fish's completion for emacs makes me
sad, though:

apache2.conf  envvars     mods-available/  ports.conf        sites-enabled/
conf.d/       httpd.conf  mods-enabled/    sites-available/
root@abacate ~# emacs /etc/apache2/<tab>conf.d
root@abacate ~# emacs /etc/apache2/conf.d 

I wanted to edit apache2.conf, and now I'll have to delete "conf.d "
and only then type "a<tab>". The same seems to happen to vim, but I
can't remember a specific case right this moment.
