    I've never heard of zsh being used as /bin/sh before, and I'm not sure if
    it's supported, but from my examination, it's something inside
    /usr/share/debconf/confmodule that is returning non-zero. Putting an echo
    statement immediately after the ". /usr/share/debconf/confmodule" never
    executes.

Also note that this may well be the same as zsh bug:

[#351031] DEBCONF_USE_CDEBCONF - errors with /bin/zsh as /bin/sh

originally submitted against debconf and later reassigned to zsh.
