cmail's Build-Depends-Indep is

  emacs21|xemacs21-mule-canna-wnn|xemacs21-mule

However, when xemacs21-mule is installed and emacs21 is not
installed, cmail fails to build from the source, because the source
uses the `emacs' command which is not provided by xemacs21-mule.
