Bug#453559: unalz: debian/watch fails to report upstream's version

uscan tells me:

Parsing of undecoded UTF-8 will give garbage when decoding entities at 
/usr/share/perl5/LWP/Protocol.pm line 114, <WATCH> line 2.

Their webserver is funny, just keep retrying several times.

The watch file looks fine to me.
