Why do other packages list all the files in their doc directory, but
you only list the directory itself?

/usr/share/doc/libunicode-dev is a symlink to /usr/share/doc/libunicode0
(as permitted in Policy 12.3).  I think it's impractical for "dpkg -L"
and/or "dlocate -L" to follow symlinks; if you disagree, feel free to
reassign.
