Bug#383210: etherconf: subprocess post-installation script returned error exit status 128

Weird, it installs fine for me.  And the only difference between 1.18
and 1.19 is in the Spanish translation...  What happens if you run

    # DEBCONF_DEBUG=developer dpkg -i /var/cache/apt/archives/etherconf_1.19_all.deb
