It would be nice if restartd were suspended or stopped
while apt upgrades packages.  That way if the preinst (or
whatever) stops an important daemon, it isn't restarted
behind its back.  I believe if the program is already
started the /etc/init.d/foo start call will fail.

Instructions on how to accomplish this (if you don't
think it should be done by default) in a README.Debian
file would be appreciated.
