neon advertises itself at a non-stable API - and when using neon25, it
breaks tla due to the way path are encoded internaly (URL-encoded or
not) which is different than in neon24, and used by tla to make path
comparison. The tla maintainer said that support for neon25/26 was
welcome - but is not done yet, so Neil you're invited to contribute
code :)

Plus, the tla build system does not allow external dependencies unless
you use a rusty patch such as Sarge's, but that's a separate issue :p
