Bug#378610: netcdf: FTBFS: bashisms (probably)

I had the same problem with Ubuntu and netcdf-3.6.0+3.6.1-beta3 . I was trying
to rebuild the package with g95. No ideia what is happening but changing
debian/rules nearby line 336 this way:
