pppoeconf should probably offer the user the option of "never stop
redialling" on their pppoe link. There is no cost involved and with a
suitable holdoff delay (say, holdoff 120 or holdoff 300) it is not
hammering the ISP's services. 

I have an ISP that is currently having twice-daily 2-hour+ outages (!!)
and it would've been really nice to have this dogged persistance mode
preconfigured. It'll probably save on confusion and frustration too, as
I think you'll find most users expect the system to keep trying not
give up if suffering more than, say, 2 min downtime.

Suggested debconf questions:

How many times should we retry if connection fails or the connection is
lost? (default: 10, 0 means retry forever)
[ 10 ]

It is usually a good idea to pause between connection attempts. This
helps avoid overloading your internet providers servers. How long should
we pause between connection attempts? (seconds, default: 300)
[ 300 ]
