Bug#378670: tripwire: garbled text in README.Debian

Some text is garbled in /usr/share/doc/tripwire/README.Debian:

- par. 4 starts: "The previous version of twpol.txt tried to allow the
administrator to ad, ove & upgrade ..."

- par. 5 says: "This means that if a directory appears in the policy,
tripwire will all the files in that directory."
