Bug#373541: python policy transition

This is a not for people doing NMUs for the python transition.

Please don't upload changes for this package without consideration. It
requires to be similar to pygtk for the alternatives handling. If I
haven't found time to do it myself on time, please have a look at the
pygtk packaging to match its handling of
the /usr/share/python-support/python-gtk alternative.
