Hello,
It seems there is an error in udev rules syntax (file
libticables.rules):
BUS="usb", SYSFS{idVendor}=="0451", SYSFS{idProduct}=="e001",
MODE="660", GROUP="tilp", RUN+="/etc/hotplug.d/usb/libticables.hotplug"
I think it should be 'BUS=="usb"', not 'BUS="usb"'...
