Bug#356561: pppoeconf: does not insert the pre-up line in /etc/network/interfaces

The relevant change is this:

So the difficult part is to figure out why it is unreliable, and
didn't work after a reboot; then, a solution should be simple.
Unfortunately I know nothing of linux ppp so I'm not sure I can help
much...though it would be simple enough to write a pre-up line if it
doesn't exist...
