To get the behaviour you are looking for
:set tweaksection=off
I will fix the documentation to indicate this in the next (and my
first as maintainer!) upload of elvis.
Meanwhile, if you feel (after reading Steve Kirkendall's explanation
of why he introduced "tweaksection") that the option should be off by
default then please feel free to write a follow-up indicating this.
